When a city can't protect you

I live in the nation's capitol so I understand the fear of San Francisco citizens who feel that their city cannot protect them from murders. This year alone 74 out of 94 homicides in San Fran. have gone unsolved. Not only does the city have a high murder rate, but it can’t even locate and prosecute the perpetrators. What makes this story even more shocking is that the city wants to ban hanguns (a law that is already on the books in DC) and take away any responsible self-defense from ... you guess it law-abiding citizens.
